An RFP for competitive funding for the NYS Learning and Enrichment After-school Program Supports (LEAPS) has been posted. Please see the RFP and appendix documents for details on eligibility and submitting a proposal. A press release on this new funding can be found here.
This new funding stream replaces the previous Advantage After School and Empire State After-School programs.
Notably, the rates are now structured based on site capacity:

Anticipated Contract Term: 9/1/2024 - 8/31/2029 (5 years)
Notes:
Eligible applicants must be a not-for-profit organization. Community-based organizations (CBOs) with not-for-profit status are eligible to apply.
Requests for advance payments of 20% will be allowed.
Hours of Operation: *New this year, and aligned with the NYSED 21st Century Learning Centers, LEAPS programs are encouraged to extend their hours into the evening. Program hours may also include morning, school breaks, and/or summer programming, consistent with the local school calendar.
Advanced Payments: *New this year, requests for advance payments of 20% will be allowed. OCFS will recoup advance payments by crediting 33.3% of subsequent claims and reimbursement of such claims will be reduced until the advance is fully recovered within the contract period.
